The CSRRC is composed of seven members, four of whom have no connection (are not affiliated) with the management or policy of any mental health or developmental disability provider.
Jillian Aldebron, JD, MA (not affiliated, 2011-2014)
Jillian Aldebron has more than 25 years of national and international experience working to advance public policy that supports social justice goals across a range of sectors including public health, consumer protection, civil justice, and human rights. She has directed public health initiatives in Africa and the Caribbean, worked as a media and behavior change communications specialist for UNICEF and WHO, contributed as a policy advisor and advocate to passage of consumer protections in the U.S., litigated on behalf of low-income clients, and served as a court-rostered guardian ad litem for children and adults, Ms. Aldebron has been recognized for her pro bono legal representation of vulnerable populations, especially those with intellectual and mental disabilities. She has a law degree from the University of California, Berkeley, and a master’s degree in Journalism from New York University.
Patsy Baker Blackshear, PhD (nonaffiliated, 2012-2014)
Patsy Baker Blackshear recently retired as the director of national operations for a program in the U.S. Department of Labor (DOL). Prior to joining DOL she was chief of staff for the chief financial officer of Washington, D.C. Dr. Blackshear has held a range of managerial positions in government, industry, and education, including deputy director for finance for the City of Baltimore, and deputy and associate superintendent for administration and management in the Washington, D.C. and Baltimore City public school systems. She holds degrees from the University of Maryland, American University, Howard University, and the University of Arkansas at Pine Bluff. Her areas of professional training include educational administration and financial management, special education, and mathematics. Dr. Blackshear is actively engaged in community service and serves on numerous boards and committees.
Kia Brown, MS (not affiliated, 2011-2014)
Kia Brown is a consultant specializing in human resources management, program development and sustainability, performance management, leadership development, knowledge management, strategic planning, job analysis, and teambuilding. She has a longstanding interest in and commitment to improving the quality of life for those with intellectual and development disabilities (I/DD). As a Ronald McNair Research Fellow, she conducted research comparing the perceived career and advancement opportunities between disabled and non-disabled college students. She has been a Best Buddy mentor to individuals with I/DD, a role that enabled her to implement measurable tools to improve their lives and those of their caregivers. Ms. Brown has a Bachelor of Science in Psychology from Bowie State University and a Master of Science in Organizational Development and Strategic Human Resources from Johns Hopkins University. She has also studied graduate-level Industrial/Organizational Psychology.
Katherine Humber, MA (nonaffiliated, 2013-2014)
Katherine Fuller is a collegiate associate professor and the academic director of Gerontology and Behavioral Sciences at the University of Maryland University College. Before entering academia, she spent over 20 years working in the mental health field in both clinical and research settings with a wide variety of clientele including children with developmental disorders and adults with serious mental illness. Katherine completed her undergraduate work in psychobiology and English at Wellesley College and a second undergraduate degree in Computer Studies from the University of Maryland University College. She earned a Master's degree in clinical/community psychology at the University of Maryland College Park and is currently a doctoral candidate in gerontology at the University of Maryland Baltimore County.
Jeff Richardson, MBA, LCSW-C(2011-2014)
Jeff Richardson has served as the executive director of Mosaic Community Services in Timonium, Maryland, for 16 years and brings more than 25 years of experience in behavioral health. He is a professor in the graduate program in Healthcare Studies at Towson University, a field instructor for University of Maryland School of Social Work, and a lecturer at Loyola University. Mr. Richardson serves on multiple nonprofit boards, state task forces, and academic positions to further community-based services. He is married with 2 children, including 1 child with special needs, which sustains his dedication and passion for effective and quality services. Mr. Richardson holds a master’s degree in social work from the University of Maryland, and a master’s degree in business administration from Loyola University.
Tom Sizemore, MBA, CPA (2011-2014)
Tom Sizemore, a 33-year veteran of the financial/managed care field, is chief financial officer and chief administrative officer of Alliance, Inc., a provider of community-based treatment and rehabilitation services to people with mental and physical disabilities. His early career was spent at Blue Cross/Blue Shield of Maryland managing financial and actuarial operations, and later at Magellan where, as senior vice president and controller, he was responsible for financial operations and establishing reimbursement rates for managed behavioral health care services nationwide. Mr. Sizemore went on to serve as vice president of finance at APS Healthcare, a managed behavioral health organization, where he led initiatives that included oversight of pricing and underwriting behavioral health products and services. Throughout his career he has demonstrated an enduring passion for working on behalf of persons living with disabilities. Mr. Sizemore has an MBA from West Virginia University and is a certified public accountant.
Tim Wiens, MSW (2011-2014)
Tim Wiens has served as the executive director of Jubilee Association of Maryland, a provider of community-based residential services and supports for adults with developmental disabilities, since 1979. He is the past board president of the Maryland Association of Community Services (MACS) and he co-chairs the Inter-Agency Coordinating Committee for Persons with Developmental Disabilities of Montgomery County (InterACC/DD). Mr. Wiens is an active member of Leadership Montgomery, and past president and active board member of the Wheaton/Kensington Chamber of Commerce. He holds a master’s degree in Social Work from The Catholic University of America and a specialist degree in Health Services Administration from George Washington University.
