Updates on Efforts to Modernize Maryland's Medicare Waiver

Background

Maryland is the only state with an all-payer system of hospital finance, which is overseen by the Health Services Cost Review Commission (HSCRC).  Maryland is pursuing efforts to modernize this system to enhance patient experience, improve outcomes, and lower health care costs.  This requires a model proposal to be accepted by the Center for Medicare & Medicare Services (CMS) in the U.S. Department of Health and Human Services.

Public Engagement 

To date, the Department and HSCRC leadership have held more than 50 meetings with stakeholders on the waiver application.  The public engagement process will continue and broaden as we move closer to a final submission.  On April 23, 2013, Secretary Sharfstein wrote to leaders of the General Assembly explaining the public engagement approach planned for the finalization of the waiver application.  A copy of this letter, which includes the public engagement strategy, is here.

Hospital Executive Input Group​

​The next meeting for the State's Hospital Executive Input Group is scheduled for Thursday, May 30, at 9:00 a.m. at the Truman Semans Conference Room, The Weinberg Building of Mercy Medical Center, 301 St. Paul Place, Baltimore, MD  21202.

Recent Developments

April 2013 -  Governor O'Malley established the Hospital Executive Input Group to obtain feedback from the hospital industry.  The chairs of this group are Kevin Sexton of Holy Cross Hospital and Tom Mullen of Mercy Medical Center.  Other members include:
  • Victoria Bayless of Anne Arundel Medical Center  
  • Robert Chrencik of University of Maryland Medical System
  • Tom Kleinhanzl of Frederick Memorial Hospital
  • Ronald Peterson of Johns Hopkins Hospital and Health System
  • Kenneth Samet of Medstar Health 
Carmela Coyle of the Maryland Hospital Association will serve as an ex officio member.  The input group will meet at the direction of the two chairs.
